It therefore required the rethinking of a management model to manage this system, especially because of: The complexity of the design of the water scheme,The anticipated large number of communities to be connected to the scheme.The ownership rights of the scheme because of the multiplicity of Districts and communities involved.

It gives an overview of the main issues related to access to water services for the (peri-) urban poor and presents a number of options for addressing these issues.
