An interview with Mr Ventura of the World Bank

 

The topic of this year would not have been more interesting about sustainability. My definition is that when construction phase is finished, this when the project is finished, it exactly when it brings. We have to make sure that we put in place stays forever that is equal to sustainability.

Mr. Ventura is the lead Water and sanitation speacialist of the World bank. He talked to Abu Wumbei of the Resource centre Ghana.

What is sustainability?

The topic of this year would not have been more interesting about sustainability. My definition is that when construction phase is finished, this when the project is finished, it exactly when it brings. We have to make sure that we put in place stays forever that is equal to sustainability.

Being able to operate and manage facilities, most parts don’t last for long and we need to replace these and extend the lifespan.

What are going as a key sector stakeholder to achieve sustainability?

In our recent operation we are asking the district assemblies to sign an arrangement. it looks like the obligation as are for the actually providers of the services without the communities , but the district assemblies have the obligation to provide the resources with their tariffs or their human capacity, so are asking them for that commitment.

We are giving training some people that have oversight over the district assemblies in order to understand the rules so that the district assemblies are accountable not only to people below them, but also they obligation within ministry of local governments, regional ministries and the national ministries, and also to put this to work we are also promoting the Monitoring and Evaluation the operationalisation of the DIMEs.

How are learning platform relevant to achieving sustainability?

It combination of everything, learning and strengthening that is fundamental. At the same time it increase participation from the local government in the water and sanitation group in the end sustainability is not depending on the central ministries. It depending on the decentralized services environment. This is the missing link so definitely need to have the capacity building but we also have to get the other relevant stakeholders involved.
